# Participative Organizational Council (POC)

A council comprised of the highest level of capi within the organization (or unit within an organization), which leads the Adizes change effort. When POCs exist at multiple different levels within the organization they are known as Participative Organizational Conduits as they serve to channel information between different units within the organization. A POC can serve a development function and a maintenance function.
